NHS FREEDOM OF INFORMATION  SCHEME FOR DENTISTS

Welcome to the Andrew Brierley and Paul Ethrington’s Dental Practitioners’ Publication Scheme. This is a guide to the Dental Practitioners’ (who practice together) within the practice practitioner Publication Scheme as required by the Freedom of Information Act 2000.

Introduction

This Publication Scheme is a complete guide to the information routinely made available to the public by Southport Road Dental Practice. It is a description of the information about our Dental Practitioners and Practice which we make publicly available. Some information is not made publicly available. It will be reviewed at regular intervals and we will monitor its effectiveness.

How much does it cost?

The publications are all free unless otherwise indicated within each Class [with £]. Where information is provided at a cost the charges will be calculated as set out in Class 7.

How is the information made available?

The information within each Class is either downloadable from the practice website, or available in hard copy from the reception desk immediately or within a few days if re-printing is required.

Your rights to information:

In addition to accessing the information identified in the Publication Scheme, you are entitled to request information about Southport Road Dental Practice under the NHS Openness Code 1995.

The Freedom of Information Act 2000 recognises that members of the public have the right to know how public services are organised and run, how much they cost and how the decisions are made.

From January 1st 2005 it will oblige the Dental Practice to respond to requests about information that it holds, and is recorded in any format and it will create a right of access to that information. These rights are subject to some exemptions which have to be taken into consideration before deciding what information it can release.

New environmental information regulations may be introduced as early as 2003. These will enable similar access to environmental information as under the Freedom of Information Act 2000.

Under the Data Protection Act 1998, you are also entitled to access your dental records or any other personal information held about you and you can contact Andrew Brierley or Paul Ethrington to do this.

CLASSES OF INFORMATION

All information at the Southport Road Dental Practice is held, retained and destroyed in accordance with NHS guidelines. Our commitment to publish information excludes any information which can be legitimately withheld under the exemptions set out in the NHS Openness Code or Freedom of Information Act 2000. Where individual Classes are subject to exemptions, the main reasons are e.g. the protection of commercial interests and personal information under the Data Protection Act 1998. This applies to all Classes within the Publication Scheme. The information on this Scheme is grouped into the following broad categories:

1. Who we are?

We are a free-standing, independent dental practice which is run on a financially self-supporting basis. The practice is responsible for its debts, running costs and profit.

We offer some NHS treatments to some patients on behalf of the NHS / Government, although this will change during April 2005 or so to be on behalf of the local Primary Care Trust who will assume responsibility for local health care provision. The present Health Authority provides an emergency service, a community clinic in West Bank for non-registered patients, and a community clinic in Chorley Hospital for some specialist services to whom we also refer some patients.

2. Our Services

We can offer some NHS treatments and a full range of private treatment.

We offer NHS care to children, but adults are treated on a private basis only.

Opening Hours are 9.0am to1.0pm. Closed for lunch 1.0pm to 2.0pm  Afternoon 2.0pm to 5.00pm Monday to Friday. Closed at weekends. Emergency cover via NHS Direct when closed, ring the practice and listen to the answer machine update.

Wheelchair access. English only spoken. Referral for Sedation/General Anaesthetics.

Referral for orthodontics, some private root canal treatments and difficult extractions of wisdom teeth requiring an oral surgeon.

Hygienist available on a private basis only.

The range of service we provide under contract to the NHS for children ONLY.

Examinations; X-rays; Oral Cancer Screening; Routine fillings; Routine extractions; Routine cleaning and oral hygiene instruction and diet advice. Orthodontics are referred

3. Financial and funding information

NHS treatment for children under the age of 18 is free. After their 18th birthday patients here will have to pay on a private only basis as fee per item or on Denplan Excel at this practice.

Private charges are listed at reception and a copy can be provided on request. There is no assistance from the NHS towards the cost of private treatment which the patient must pay in full.

Our income from the NHS derives from a yearly fixed price contract , paid in monthly instalments, for a fixed amount of work called units of dental activity (UDA's). This is based on past work activity and thus means that we are unable to accept new NHS children unless our target number of UDA's is not being met. There are some allowances for such things as continuing professional development and which is based on our level of commitment to the NHS.

Our figure for turnover from NHS income is approximately £26,000 BEFORE expenses, applied as a proportion of the turnover of the practice as a whole.  Against this has to be set the very high expenses for staff wages, cost of the building, rates, cross infection control, clinical and special waste disposal, all materials and disposables, practice development funding, some dentist further education and staff training, decoration and repair/servicing/replacement and upgrades to all the equipment.

4. Regular publications and information for the public

We publish a practice brochure and news letter which are regularly updated and indicate the range of treatment options available and costs. There is additional information on our website, again regularly updated.

We also have a range of information leaflets from a variety of sources, most of which are free.

Our website has articles relating to current dental and related topics, and links to other sites. There is also a link to provide details of our location and can even provide a route map.

5. Complaints

We have a written complaints procedure operating in this practice. We will always try to resolve any complaints informally within the practice and with a different member of staff to the one with whom you have an issue if this is more acceptable. Should this informal approach not provide a satisfactory conclusion then the written procedure can be used. Further information is available at the reception desk.

6. Our policies and procedures

We are registered with The Data Protection Agency, with regard to the information held in the practice on record cards and computers. We also observe confidentiality with regard to the communication of information to ANY third party unless specifically authorised by the patient. All practice staff are so trained.

Records are kept of prescriptions of drugs or their provision to private patients by the practice.

Records are kept of the prescription specification for the manufacture of laboratory work for patients as required under The Medical Devices Agency regulations.

Health and Safety Regulations, COSH, Public Liability and Employer’s Liability policies are complied with.

Written Protocols are used relating to cross infection control, surgery assistant duties, emergency collapse, reception duties, health and safety issues, and staff immunisation records.

7. This Publication Scheme

In this class we will publish any changes we make to this Publication Scheme, the criteria on which our information management policies are made and a referral point for all enquires regarding information management generally in the practice. We will also publish any proposed changes or additions to publications already available.

Cost of Information

For the most part, we will charge you only for hard copies [or copying onto media (e.g. CD ROM)]. Some information is available free, but for others there may be a charge. The charges will vary according to how information is made available. Charges are as follows:

[a) Via the Dental Practice/Primary Care Trust Web Site –Free of charge, although any charges for Internet Service provider and personal printing costs would have to be met by the individual

For those without Internet access, a single print-out as on the website would be available by post or by personal application at the practice. Internet access is also available at most libraries.

However, requests for multiple printouts, or for archived copies of documents which are no longer accessible or available on the web, may attract a charge for the retrieval, photocopy, postage etc. We will let you know the cost and charges that will have to be paid in advance. We will not provide printouts of other organisation’s websites.]

b) Leaflets and brochures-free of charge; for leaflets or booklets on, for example, services we offer to the public. A list is available from practice reception.

c) "Glossy" or other bound paper copies, or in some cases a CD Rom, video or other mediums, are for charge as in our publication lists available from the practice reception.

d) e-mail-will be free of charge unless it says otherwise

The charges will be reviewed regularly.
